Team leader competence
The team leader needs the auditor competence plus the ability to plan, assign, lead, represent the team, manage the audit process and reach a conclusion.

The 2020 guidance as published
This is the 2020 layer. It cites ISO 19011:2018 and ISO/IEC 27001:2013, as the 2020 edition did. It is not a statement of the DIS.
ISO 19011:2018, 7.2.5 applies with no ISMS-specific addition: an ISMS audit team leader should have gained additional audit experience that develops the team-leader competence of 7.2.3.4, while another audit team leader directs and guides them.
The team leader needs the auditor competence plus the ability to plan, assign, lead, represent the team, manage the audit process and reach a conclusion. It is a separate competence, not a promotion for seniority.
